SOS Chapala DOG Rescue--a pioneering collaboration between municipal government, community organizations and local/international volunteers--endeavors to end animal cruelty and overpopulation of dogs throughout the municipality of Chapala and to thus serve as a model for other municipalities and Mexico as a whole.
